Permarrhaphus was named by Martynov (1931). It is not extant. Its type is Permarrhaphus venosus. It is the type genus of Permarrhaphidae.

It was assigned to Permarrhaphidae by Martynov (1931); to Neoptera by Carpenter (1992); to Anthracoptilidae by Rasnitsyn and Aristov (2004); and to Ischnoneuridae by Rasnitsyn and Aristov (2013).
