Phenopterum was named by Carpenter (1950). It is the type genus of Phenopteridae.
It was assigned to Phenopteridae by Carpenter (1992), Storozhenko (1997), Storozhenko (1998) and Beckemeyer (2004); and to Sylvaphlebiidae by Aristov (2011).
