Eoptychoptera elevata was named by Lukashevich (2000). Its type specimen is PIN 923/1065, a wing, and it is an impression. Its type locality is Kempendyay River (PIN collection 923), which is in a Berriasian/Barremian pond siltstone/sandstone in the Khaya Formation of the Russian Federation.
