Phoca ochotensis was named by Pallas (1831). It is extant.

It was recombined as Pagophilus ochotensis by Gray (1871); it was recombined as Phoca (Phoca) ochotensis by Friant (1947); it was recombined as Pusa hispida ochotensis by Berta and Churchill (2012).
