Carbo penicillatus was named by Brandt (1837). It is extant.

It was recombined as Phalacrocorax penicillatus by Hay (1930), Howard (1931), Miller and DeMay (1942), Wetmore (1956), Guthrie (1992), Broughton (2004), Clements et al. (2017).
