Rugaria was named by Cooper and Grant (1969) [Sepkoski's age data: P Sakm-u P Dora Sepkoski's reference number: 7,418].

It was assigned to Plicochonetinae by Williams et al. (2000); to Strophomenida by Sepkoski (2002); and to Rugariini by Waterhouse (2004).
