Phlebotomus was named by Rondani and Berte (1840). It is extant. It is the type genus of Phlebotominae, Phlebotomini, Phlebotomina.
It was assigned to Phlebotominae by Stuckenberg (1975); to Psychodidae by Carpenter (1992) and Evenhuis (1994); and to Phlebotomina by Stebner et al. (2015).
