Progoneura was named by Carpenter (1931). It is the type genus of Progoneuridae.

It was reranked as Kennedya (Progoneura) by Klots (1944).

It was assigned to Kennedya by Klots (1944); to Kennedyidae by Carpenter (1947), Carpenter (1992), Nel et al. (2012), Felker (2020), Felker (2021); and to Progoneuridae by Felker (2023).
