Petrophlebia was named by Tillyard (1925). Its type is Petrophlebia anglicana.
It was assigned to Liassophlebiidae by Tillyard (1925), Zeuner (1962) and Carpenter (1992); and to Campterophlebiidae by Nel et al. (1993) and Kelly and Nel (2018).
