Discussion
According to Everrett et al. 2023, Pan-Pinnipedia is formally tied to the pinniped total-clade, encompassing all taxa more closely related to Pinnipedia than to Ursidae or Musteloidea. Two enigmatic otter-like (and, significantly, flipper-less) taxa, Potamotherium spp. and Puijila darwini, have been interpreted as basal pan-pinnipeds based on basicranial similarities but are not members of Pinnipedimorpha.
